The modernization project of the railroad infrastructure of the Baikal-Amur Mainline and Trans-Siberian Railway would be postponed to 2019th due to the low work performance at the construction objects. "As a result, the accomplishment of objects, which were planned to be placed into operation in 2016th, and which are financed by the National Welfare Fund (NWF), were not completed" - is stated in the published report of the supervisory department, after the inspection on funds allocated by the NWF.
According to the data of the Audit Chamber, the readiness of 16 objects, which were planned to be put into operation in 2015, is estimated to vary from 2% to 50%. In addition, the LLC "RZD", the company in charge of the modernization, has been arranging payments without the proper design and estimate documentation. The works on other 10 objects were conducted without the construction license.
Summarizing the results of the audition, the Audit Chamber made a decision to forward the letters to the LLC "RZD" and to the Ministry of Finance of Russia, and to deliver the report to the Federal Assembly of the Russia.
