According to the rating of the most English speaking cities in Russia, the leading positions belong to Moscow and St. Peterburg, followed by Novosibirsk, Kazan, Vladivostok, Nizhniy Novgorod, Omsk, Kaliningrad, Perm, and Ufa. The rating was developed by the Research Center of Regional Problems.
The data was gathered through the comprehensive study of the linguistic situation in the regions. The data included a number of schools with major in foreign language, a number of private language schools and a number of people studying and passing the exams of international level (TOEFL, IELTS), and the analysis of supply and demand for English language skills at the local labor market
The amount of the English speaking population in the region depend on different factors. For example, in the city of Vladivostok, which achieved 5th place in the rating, the demand for the English language can be explained by the active business life of the city, which is highly export-import oriented. The additional influencing factor is geographical. The position of the cities next to the border contributes to the faster integration of the English language in such cities as Vladivostok and Kaliningrad.
